Corruption on earth, as one of the most serious criminal offenses in the criminal law of Islamic countries, has always faced technological developments and changing nature of security threats; however, the emergence of drone technology has created unprecedented challenges in interpreting and adapting this traditional concept to modern realities. The main objective of this research is to deeply analyze the conceptual development of "corruption on earth" in the drone era and to examine the extent to which drone espionage operations are accurately criminalized in the legal system of Islamic countries in order to identify gaps in current laws and provide local solutions. The research method in this article is descriptive and analytical and based on library resources, which has been analyzed by collecting data from jurisprudential texts, criminal laws of selected Islamic countries, and relevant international documents. The research findings show that the dominant approach in many Islamic countries still focuses on classical definitions of corruption and does not have sufficient capacity to cover the new dimensions of drone espionage; However, the criminal systems of countries such as Saudi Arabia and Egypt have attempted to expand the interpretation of this concept by utilizing jurisprudential principles such as "public interest" and "expansion of corruption." The final conclusion indicates that to effectively combat drone threats, we need legal redefinition and the development of explicit regulations that explicitly consider drone espionage as a clear example of corruption on earth and provide for penalties commensurate with the severity of the cyber and security damage caused by it.
